Wduane.com has learned of evidence of a possible fraud at a state-wide AIDS organization in Wisconsin, the AIDS Resource of Wisconsin (ARCW). Further, top officials at ARCW covered up the fraud with the help of state health officials.
In October 2006 a large faith-based organization in the Milwaukee area made a sizeable donation--more than $5000--to ARCW. This donation was earmarked by the donor to pay for a Thanksgiving dinner for clients using the ARCW Food Pantry.
Instead ARCW officials in charge redirected the earmarked donation to the ARCW general fund, which is used to pay administrators' salaries. They failed to notify the donor organization of these changes. Despite repeated requests by the Food Pantry administrator, ARCW officials in charge of the general fund refused to return the money.
Officials at the Wisconsin Department of Health and Family Services, including the Secretary, a member of Gov. Jim Doyle's cabinet, were notified of these events. And covered it up.
